The best way is to look at the past records on how they’ve met deadlines, whether they provide training, quality of software product delivered and if needed, how fast they can deliver in case of urgent needs. You can consider http://www.xoriant.com/ – They are an IT consulting firm specializing in bootstrapping and rescue processes software product development.

Which country to outsource the software development to – China (cheapest) or India?
Question by JJ: Which country to outsource the software development to – China (cheapest) or India?
My company is going to outsource the development of new software to another country because of serious financial constraints. We have short listed 3 companies – 1 Chinese and 2 Indian. The chinese company quoted 50% less compared to the Indian companies. So looking pricewise it is the chinese company.
During the initial discussions there was always an interpreter who translated our requirements to software developers / engineers. Their website seems really good but awkward questions like how syncronization takes place between the main computer and the PDA, is it the datsbase that does it etc really makes me suspicious. Any way we would go to the respective country before making a decision . Could someone give me a bit of advice abt this?
Which country would you recomend – China or India?

Both Indians and Chinese are hard working people. You will get your projects delivered.
India will my preferred choice because the communication with them is easier in English. Not to degrade the chinese but i have worked with couple of Indian companies and they made it easy with respect to communication and always understand that communication is the key to success of outsourcing project.
I own a website with outsource providers with all around the world including Ukranine and Russia but while working for my clients i find it easy to communicate to Indian companies.
Again dont take my word for it but go with your comfort zone.

Nearly 100 Michigan Works! members learned about the Recovery Act/Trade Adjustment Assistance Act (TAA) at a joint workshop hosted May 25 by Michigan Works! Association and the Department of Energy, Labor and Economic Growth Bureau of Workforce Transformation.
TAA provides funding for states to assist workers who lose their jobs due to outsourcing and foreign trade. The training covered the Health Coverage Tax Credit (HCTC), field review and monitoring visits, training waivers, training policies and trade readjustment allowances.
In addition to learning about policy developments, attendees shared challenges, improvements and best practices from around the state.
Two additional workshops will provide ongoing TAA training for staff at the 2010 Michigan Works! for People Conference, Sept. 19-22 in Traverse City, Mich (register at www.michiganworksconference.org).

I know of companies (very large ones) that do the outsourced work – but the companies that need the work done call them. You can’t solicit outsourcing work.
