Well, payroll accounting IS a bit complicated. Tax laws change every year. I work for small businesses as a bookkeeper, and I frankly and openly admit to my clients that I’m not qualified or up-to-date on payroll taxes and laws. That’s not a big deal – I can handle everything else. So the clients I have do in fact outsource their payroll.
Now, for larger companies, they can actually afford to ‘employ’ a CPA to take care of payroll. Such a person CAN do payroll correctly and DOES know the ever-changing tax laws.

I think that such private process should be done within the company. I am not a supporter of outsourcing because it gives information about the company which can lead to more competition. The payroll process should be done by selective people who can be trusted to be honest and accurate, by doing it within the company.

I have never been able to figure out why someone would outsource payroll. With computers being what they are today it is just as easy to buy QuickBooks Pro or Peachtree Accounting/Sage and do it yourself.
What are you going to do about accounting and bookkeeping? These basically go right along with payroll and having a complete set of internal books. When companies set up they set up wrong. I recently worked at a company that basically HAD NO BOOKS. They had accounts payable over here, and accounts receivable over there, payroll was outsourced, inventory was kept in a separate location other than the corporate office. You see where I am going with this, it was a mess.
If you start out right, it makes it so much easier.
